I filed with a preparer but never received confirmation it was accepted. The IRS was supposed to send a pin in the mail to verify identity. 

is there a way to Refile?

Before you refile you may want to check to see if a return was actually received by the IRS (and accepted) under your SSN. You can do this by creating an IRS online account (https://www.irs.gov/payments/online-account-for-individuals) or by calling the IRS. If you have been the victim of tax or other financial fraud the IRS may send you an Identity Protection PIN each year. If this is you, then IP PIN that is sent in January of each year is required to be included on any tax return that you file during that calendar year. If you had your return sent this year without that IP PIN it may not have been accepted. 

 

If you did not get your IP PIN you can retrieve it through your online account or contact the IRS to send it to you again. (https://www.irs.gov/identity-theft-fraud-scams/retrieve-your-ip-pin). 

 

Once you know if you have a return accepted or not, and once you know whether you were issued an IP PIN or not, you should be able to move forward.
