Refer a Friend Program...starting February 10?

The referral program says it "Will Return on February 10" - does anyone have any additional information on it?

Oof.  That's the page I listed in my post.  It says it will return on February 10, without any additional information.  The "Start Sharing" button moves you to the top of the page.
