You must use lower case wth. From Income Tax Withholding - Utah Income Taxes - Utah.gov:
For payer ID: The Utah withholding account number is a 14-character number. The first eleven characters are numeric and the last three are “wth.” Do not enter hyphens. Example: 12345678901wth. The program wants lower case for wth.
If there is no state withholding, you can delete the entire state line.
I am having a very similar issue on my Alabama form. It's having me review and correct my spouse's first name, last name, and ssn, but it won't accept the correction.
This is the message it gives.
If TurboTax is not accepting your spouse's name for your Alabama state return, ensure it matches your Social Security Administration records exactly,
Also make sure it matches exactly how you entered it in your "My Info" section of TurboTax.
Make sure there are no special characters. Hyphens are allowed. Remove any spaces or apostrophes
