What is a Filer's federal ID no?

Your tax ID as a person filing a tax return is your Social Security number.

 

What do you mean by "doing my taxes for college?"  Can you be claimed as someone else's dependent?  Are you a full-time student under the age of 24?

What is a Filer's federal ID no?

Unless you have otherwise, it is your Social Security number. This is 99% most common
