My 88 year old father received a 5071C. We have been unable to get through on the phone because they are too busy and hang up on us. We have been unable to verify his identity online. He is homebound and unable to go anywhere for an in person meeting to prove he wants to file his taxes. This has been a nightmare. The IRS is harassing an 88 year old veteran who has filed his taxes every year and now they want to verify his identity? We have called and called, uploaded documents online, scanned his face (which is creepy), it seems never ending and I have no more options to get him identified.

Try contacting the Tax Advocate, or your local Congressional rep.
I have already spend hours and hours of my time trying to get this done. I can't imaging trying to get in touch with another gov employee to get this done. It is beyond ridiculous that this letter was even sent.
Ditto on "your local Congressional rep". The staff members of a Representative do this sort of this for a living, and, besides, it allows an elected official to play the hero (which they love).
If that doesn't work take it to a local television station who will go and ask the Congressperson why this is happening. Things will start happening.
That is my only option? Spending more hours contacting congressman and tv stations? Seems a bit much, don't you think? I am just not able to spend that kind of time getting this done. I have already taken days off work to drive to my Dad's who lives in another state to help complete this and they refuse to verify his ID.
