We both have qualified Ohio income but we did not receive the Joint Filing Credit. I do not see the Joint Filing Credit form in the list of Ohio forms to determine why we did not get the credit

A credit of up to $650 is available for a married couple filing a joint Ohio tax return. Each spouse must have qualifying Ohio AGI of $500 or more. Qualifying Ohio AGI does not include business income or income from Social Security benefits, most railroad retirement benefits, military retirement income, interest, dividend and capital gain distributions, royalties, rents, capital gains, and state or local income tax refunds. If both spouses do not have Forms W-2 attached to the return indicating qualifying income of $500 or more, attach a statement explaining what income qualifies for the credit.
To see if you received this credit, look on line 12 of the Ohio Schedule of Credits within Form IT 1040.
Thank you for the response. The schedule of credits shows 0 on line 12. We both have more than $500 in income from our retirement IRAs. However, we moved during the year so we were part year residents. Could that affect this? The majority of our income was from Ohio.
The State of Ohio clarifies the Joint Filing Credit further by stating,
"This credit will be calculated for you if you are filing a joint Ohio income tax return and each spouse has qualifying Ohio Adjusted Gross Income of $500 or more. Qualifying income does not include income from interest, dividends & distributions, royalties, rents, capital gains, and state or municipal income tax refunds.
If you deduct an amount on Schedule A of your Ohio return, you may not be entitled to the joint filing credit, unless each spouse has other sources of qualifying income totaling $500 or more included in Ohio Adjusted Gross Income. If your filing status is nonresident or part year and you deducted your military income on schedule A, you are not eligible for the joint filing credit unless you have other income totaling $500.00 or more."
For more information please see Ohio's Information on Joint Filing Credit.
