While Intuit provides instructions on how to solve the problem with downloading one free state, including an executable that is "supposed" to correct the loop, it doesn't work either. Looking at the executable window, it appears to be trying to remove the 2022 download. It says "State:S2022ZVA, Payment method:Free", and the display label at the top says "Turbotax 2022: Clean States". This is the item with instructions
Should I try the next time-waster, which is to uninstall Turbotax H&B?

For 2023? No. Just wait. The state programs aren't ready yet. Try in Mid January.
Yes, there is a problem with the TTX software "Telling you that the state is available" in the first place.
The software fix is to have TTX engineers correct their software to tell you that your state is not available to you at this time.
The vast majority of state software sets will not be available until well into January of 2024.....

If your state downloads earlier...it will likely be last year's forms and be full of bugs...
I agree...Just Stop Trying until middle of January.
State forms are rarely available before then...and if they do download this early, they will be WRONG.
Recommendations are to stop trying until the middle of January...now its the middle of February and it still doesn't work.
Then there may be something wrong with your setup as all are ready now (though some states have a few occasional forms not ready...so it might depend on which state you are dealing with)
...or if windows computer...a waiting Windows-partially installed OS update has been known to block TTX operations/updates.
1) Shut down TTX, and check for OS updates on your computer...reboot even if you don't find any. Then wait 15 min after the reboot completes.
2) If desktop software, rt-click on the TTX icon and select "Run As Administrator"...then see what happens.
