I constructed a steel frame structure to basically install solar panels to generate electricity for home consumption.
1. Can I claim tax rebate for the supporting structure? As I started my PV project on October 2023, I bought all the materials and equipment in 2023, the final approval by City and Utility company may finished in January 2024.
2.) Can I file for the solar tax credit for Tax year 2023?

Yes, you can claim the structure as it is used solely for the solar panels and are part of the installation. However, you can not take the credit on your 2023 taxes:
"The system must be placed in service during the tax year and generate electricity for a home located in the United States. There is no bright-line test from the IRS on what constitutes “placed in service,” but the IRS has equated it with completed installation.3"
