Since you didn't download the software directly from the TurboTax site, you should contact your retailer directly (Costco). The license code might be inactive or non-functional and they might have to either reimburse you or give you a new TurboTax Program.
Did you find a solution to this? I'm having the same problem, purchased from Costco.
