I refiled 30 minutes ago after receiving this rejection error and it worked this time. The only thing I did was deleted out all of my other income and added it back in to recreate Schedule 1. Very frustrating and confusing to me why it worked now after getting rejected this morning.
FYI i also got the same error and just refiled mine like 30min ago and it was accepted just now.

No I never paid I was going to have the fees deducted from my federal return.
Darn I just refiled with H&R block. My state refund amount was less than with TurboTax by like $100 and something bucks so that kind of sucks
My federal was just accepted with H&R block in less than 30 minutes of e-filing.
Just resubmitted about 30 minutes ago and my federal we just accepted!
How many prior rejections did you have, and did you do anything to change your return or just resubmitted?
Sorry I was attempting to reply to individual users but I see every post is a reply to the thread in general. Another great feature of TT. I would be interested to know from anyone who refiled with success today, whether you had one or two prior rejections, whether you did anything to alter your return or just re-submitted it, and whether you re-transmitted states at same time (and any positive result?) I have two prior rejections for this (submission dates 1/28, 1/31); I am somewhat superstitious but more importantly I don't want to do the same thing for the third time and expect a different result unless we're sure it's been fixed for good. All of this because I wanted to be honest and report $15 of class action payout in "other income".
@mhoffland1994 I will try this later and hopefully it will take care of it. What kind of other income did you have, if I may ask. I had a class action lawsuit that was won from my employer and I am wondering if it is the same issue with mine as it was with yours.
@dboy7 I have done the exact same as you on the exact same dates as you with the same situation receiving a payout, but a bit larger. I am curious if the rejected returns are because of us reporting the class action income may be causing the issue and that TurboTax hadn't gotten their forms together correctly.
I have the same problem, but I can't resubmit my return because TurboTax apparently didn't save anything I inputted. Do I have to completely redo my tax return?
I finally found the file. But I had to open it from the file location because Turbotax wouldn't open it when I clicked on continue tax return.
