Multiple Municipalities W2, error will not resolve

I have a W2 with 4 different breakdowns. 3 are different municipalities; the 4th is a Total.

I live and work in PA.

Box 1-6 are the same across all four (I entered these amounts 1X)

Box 15, 16, 17: only show on the TOTAL W2, all other are blank (I entered these amounts 1X)

Box 12: there are 3 localities and 1 Total  (I entered three box 12s, not the Total)

Box 14: there are 3 different amounts and 1 Total (I entered 3 amounts, not the Total)

Box 18-20: there are 3 localities and 1 Total (I entered all three with any boxes that were filled but not the Total)

Note, that 18 is filled for all munis but not total. Box 19 is filled for 1 of the 3 municipalities and Total. Box 20 is filled for all 

I am not able to get TurboTax to get through the review and I keep getting put back to resolve this issue. I'm on the 10th try and there doesn't seem to be a fix. What am I doing wrong?

For the localities enter one line with the combined total for all. It's not necessary for your federal or state return to have the breakdown on the localities. 

• Boxes 18-20 should follow this action.

You notes about Box 12 and 14 are unclear as to why any locality information would be entered.
