I've also encountered this. Purchasing Max and living outside the US breaks the system and support can't help you (no refunds or removals of paid features).
They can only offer:
1. Add a US address
2. Manually print and paper file

I did find a workaround. You have to add a US address, pay, and then change back to your foreign address; details:
