Mac update broke app

I'm having the same issue, but while downloading the update, another message stops the progress "Developer Tools Access needs to take control of another process for debugging to continue".  When you put in the password it asks for, from that time forward, you can't open the App anymore.  I was as far as having paid for the State eFiling when things started going bad and quitting each time I retried to eFile.  I even completely removed the Download from the folders, and reinstalled it, and I never got past "Install updates".  Now I can't get even get that far again.
