What I have noticed is that every 1099-R and W-2 manually entered has been rejected - nine rejected; none accepted.

My advice is to clear the field using the delete key, then re-enter the EINs without using any letters or dashes (dashes are automatic).
In your situation, you should first clear your cache and cookies. It handles many issues that seem nonsensical on a regular basis.
Watch to be sure you are selecting 'all time' as example. Do not use selections like 'last hour' for those browsers that give you options.
Then try to check your return again.
After being rejected with nine errors, I reviewed all EINs via 'Forms' and found one EIN error.
I re-submitted, and the return was rejected .... with a message about 7 errors.
Reviewed via 'Forms' again and reentered a couple EINs as an experiment.
I re-submitted.......and now the return has been accepted and no message about errors of any kind.
My guesses are: (1) IRS and/or Intuit systems overwhelmed; (2) IRS database api error which is now fixed; (3) there was one error in the original submission but the error report gave everything that was manually entered.
Note: state submission was initially rejected, but guessing that was due to IRS rejection
