Actually, maybe the (1) refers to the part of the form and not the line?
In which case it's possible it's just a form fill issue. Is it perhaps the "H" at the end that's already counting as one of the 14 characters and then recounting when the WTH fills?

A casing issue?
Well... It worked. I mean, 'wth' is not how it appears on my W2 or how it imported it automatically, but it worked.
Is there any way we could submit a feature request for an updated error message to indicate that was the problem? Or better yet an automatic casing step in the import process?
