Are you using Online or Download version?
With the download version, this seems to be a common problem this year for those who used the software in past years. Call TurboTax support at 800-4Intuit, share your screen to show the problem, then ask for a manual state download. There are a half dozen threads here with the same problem, and the manual download is the only real solution so far.
Telephone support has been letting some people go without a solution. Politely ask for the manual download, which is known to work.
