I'm trying to help a family member file that has never filed taxes before so they have no prior year AGI. When we filed, the IRS rejected because "IND-031-04 - The primary taxpayer's AGI or Self-select PIN from last year does not match IRS records."
We just put $0 for last year's AGI and created a new PIN. We did not select that there was a filing last year. How do we correct such an issue when TurboTax always asks for last year's AGI to e-file the return again?

The IRS uses the AGI as your "signature" on e-filed returns. If you are not able to e-file, you can always paper-file. Here's how to preview/print/review your returns:

The 2018 Adjusted Gross Income (AGI) is used to protect your identity when you electronically filing your return.
If you keep getting errors when attempting to electronically file, you will need to mail your return in.
You can always choose to extend as well if you would like to troubleshoot the e-file error tomorrow.
You can file an extension within the program itself.
