My retirement pension comes from UCLA in California. I have my address in Thailand as I stated on my 1040-SR. Do I have to file a California State income tax form even though I live out of the country? I do have a house in Nevada and my DL is in Nevada, and I vote in Nevada.

No,
although your retirement was established in California, it is not subject to California tax by a Non-Resident.
If you are a resident of Nevada, you would not file a state income tax return for the retirement income.
