The message I receive has also changed, but not to the message you've received. Mine now says "This import was unsuccessful. There isn't any tax-related info to import right now. No problem - we'll help you enter the information and continue with your return". This is a problem for me. Many transaction to enter if done manually.
As of 2/15/2023, all E-Trade 1099s are available for import. If you're still having issues, try the following:
TurboTax Online
Sign out of your account, clear your browser's cache and cookies, then sign back in.
TurboTax CD/Download
Check for updates, or perform a manual update using the instructions listed in the following Help Article: Manually Update TurboTax for Windows Software (Basic, Deluxe ... - Intuit
No, DaraLO (message just above). Did exactly as you advised with my CD version of TurboTax, and still getting an "import was unsuccessful" message.
Fail, DaraLO. Fail, TurboTax.
Still awaiting help from someone competent at TurboTax.
And I've done the same (with multiple browsers) for the online version and it still doesn't work. First step for crisis management: Acknowledge the problem. Second step: Fix it.

Not interested in manual entry, I paid TurboTax to avoid that.
So when is the DownLoad issue going to be fixed?

Still no luck for me. If there's a problem, TurboTax should just say so, and we'll try to understand. But when so-called specialist/experts like @DaraLO come here to claim that everything's working when it's not, it shows this person's incompetence and TurboTax's ineptitude. Not a good look.
I dare a TurboTax person to post here with an apology and (accurate) explanation. But not holding my breath.

Etrade becomes part of Morgan Stanley. Now choose Morgan Stanley instead of Etrade. Diff I-TIN too
A good idea... that doesn't work, @Ajimmy19 . Current login credentials still work at the old eTrade website. Using either of the two available Morgan Stanley options are dead-ends, unless you know a trick I'm overlooking.
neither MS Wealth Management nor MS Stock plan selections work. I have both my Morgan Stanley accounts from my former employer linked to my E*Trade account and even after enabling 3rd party access on the Morgan Stanley site, there is still no joy for Etrade 1099s. Morgan Stanley 1099s won't be available until March.
I get the same message "Forms not available to user" when I try to import 1099s from E*Trade. The 1099s are out on E*Trade, but I don't want to manually enter them. I pay Turbo Tax to do it. Turbo Tax, please contact E*Trade and fix the issue. The 1099s are there in E*Trade, but you aren't allowing us to import them. Please fix ASAP!!!
I suspect the problem is at E*Trade's side. I can download my 1099 pdf doc from their site, but if I download a csv file (ie, a spreadsheet), its contents is "No data available".
