Yes, you would file form 8833 to take this treaty based position. If you don't file the 8833, you will need to file as a 1040 resident and declare the scholarship income.

Oh! I forgot to specify that I am filing as a resident alien, with form 1040. Does this mean I don’t have to do paper filing, and can skip 8833 and file with TurboTax electronically?

Yes, you don't need fill out 8833 and you can file electronically. Yay!!!
