I do not think so...I wouldn't know because I didn't receive the form, haha (!)

I owed them pre-payments for anticipated tax due for year 2021, whixh I paid (handsomely-ugh!
But I do not know of any interest they owed (ie for delayed refund payment, for example, whihch they didn't).
So can't I just put $0 in Box 1 and move in?

A 1099-INT typically would come from a financial institution like a bank or brokerage account. If your interest earned is minimal they might not send you the form. If that's the case I would recommend not entering the institution at all. If you believe you should have received the form, you can log into your account on their website and search under tax documents or contact the institution. I hope this helps.
You mentioned the "IRS" specifically. Did you instead mean to say that "no one" has sent you a 1099-INT and that you ended up in the 1099-INT (Interest Income) interview by mistake? i.e., that you have no interest income at all to report?
If you have no interest income to report, and if you started the 1099-INT interview by mistake, then on the screen with the boxes look at the bottom of the screen (may have to scroll down a bit), for a blue "Back" button to back out of that interview.
When it backs out, you may see summary evidence of the 1099-INT you started. You can then delete it if you don't need it by clicking the little trash can icon.
