If I forget a W2 on my 2023 refund what do I do?

Then you need to file an amended return to add the W2.  You should not amend until the first return has fully processed and you get the first refund or your tax due payment has cleared.

The form that you send to the government that shows your income and calculates your tax is your tax return. Your refund is the money the government sends back to you. You forgot the W-2 on your return, not on your refund.

And don't be surprised if you have a tax due on the Amended tax return.  You may have to pay back some of the first refund.   That's why you should wait and see if the IRS adjusts your return for you.
