TurboTax Business cannot be used for a personal Form 1040 tax return. TT Business can only be used on a Windows computer and is for returns for s-corps, c-corps, multimember LLC's and estate returns. For your own individual tax return you need Deluxe, Premier or Self-Employed (or the desktop version called Home and Business). Not sure what forms you need for a HOA return--maybe you can use Home and Business.
You do not say what tax year you are asking about. The 2019 desktop software is still available for purchase; 2020 software will become available in mid to late November 2020.

If the HOA is a 501(c)3 organization (most are) then you can't use any version of TurboTax. The HOA has to file IRS Form 990 and TurboTax does not support or include that form.
HOAs are virtually never 501(c)(3) organizations as they are not organized and operated for exempt purposes and would not file any variant of Form 990.
HOAs file Form 1120 or Form 1120-H, both of which are supported by TurboTax Business.
However, Form 1120-H must be prepared entirely in Forms Mode which primarily negates the utility of the program for a simple HOA return.
