I'm going to start doing some freelance work again. I live and San Francisco and am trying to find out what the self-employment tax is here. I know FED is 15.3%

There is no separate California self employment tax, and don't forget that you can deduct the employer-equivalent portion, one half of your self-employment tax,  in figuring your adjusted gross income. This deduction only affects your income tax. It does not affect either your net earnings from self-employment or your self-employment tax.
