I don't have 1095-A, I don't have insurance

It depends   If you don't have Form 1095-A,  then answer the 1095-A question  "No" in Turbo Tax.  Some states require Health insurance coverage or pay a penalty. The form 1095-A is used to report health insurance purchased through Healthcare.gov or your state's Health Insurance agency  Affordable Care Act signed into law on 3/23/2010, mandated everyone to have health insurance coverage or pay penalty on their federal income tax return based on AGI.   

 

The Tax Cuts and Jobs Act of 2017 reduced to 0 the fine or tax for violating the individual mandate starting in 2019.  Starting tax year 2019,  taxpayers were not required to enter health insurance information on federal income tax return, but are still required on state return depending on state location..  You may check with your local state revenue
