You do not have to specifically make the change in your return to not print the state estimated payment vouchers. That information is for your use only. It is not filed with your tax return or sent to the state taxing authority. You can shred those vouchers if you do not want to make estimated state tax payments.
If you do not want the vouchers to print, go back through your state return and look for the question that asks if you want to make estimated payments for next year. Change your answer to 'no' and that should eliminate the vouchers.
To change, put the vouchers in a wastebasket.

TurboTax automatically calculates quarterly estimated tax payments and prepares vouchers (Form 1040-ES) for you to print. If you don't want to print them, you can the return to a PDF and just print the pages that you need.
