Yes go to irs.gov and select make a payment.  You will then moved down the pages and look at can't pay now.

You can file an Installment Agreement using TurboTax if you haven't filed your return yet.

In addition to the federal resource TurboTax Employee Tax Expert JohnW222 stated, if you need to contact your state for balances due, click the link for more details: How do I contact my state Department of Revenue?

Also, keep in mind past due federal or state debts could be paid from any refund now or in the future.
