My situation is identical: No California 540-ES forms were generated by Turbotax and I only discovered this after filing my 2019 returns

Turbotax will not populate California Schedule 540 line 20 with tax preparation fees. Per the FTB's instructions for this line, these fees are deductible (on line 20)
