If it is a 2019 W-2 then they are required by law to get the W-2 to you by Jan 31 2020.
You can get a free "Wage and Income" transcript form the IRS but that is is not a copy of the W-2 and contains no state information.

You can get an exact copy of the W-2 from the Social Security Administration for $81 per copy.

You can also file a conventional paper return that includes IRS Form 4852 Substitute for Form W-2, Wage and Tax Statement, if all efforts to obtain a W-2 from your employer have failed. Returns including Form 4852 can't be e-filed per IRS regulations.
