How can I be charged a fee of 40 for using my federal refund to pay Turbotax when I am not getting a refund back?

I think that you hit the response that says take the amount that you need to file electronically from your refund.  I would go back and check your return and say that you are going to pay the $24. 99 by credit card.  The amount to have it taken out of your refund is $39.99.  Good luck and let me know if this works.
