The instructions to get a download should be printed on your CD sleeve or a package insert. It should also have your license code that you'll need to get the download. The instructions are also in this FAQ:

NOTE: When it asks you to sign in, be sure to use your existing TurboTax account if you already have one.

I am trying to file last year’s taxes and it wants me to download a software. None of those apply to me. It’s a simple return.
