Re-filing rejected return

My Federal and two State returns were rejected. I made the correction (really a non-correction because I did enter "0" as the 2018 AGI), then I re-submitted the Federal return. Assuming the Federal return is accepted this time, will I be charged to re-submit the State returns electronically?

No, you will not be charged again after re-filing when your return is rejected.
