Withholding is the money the employer "withholds" form your pay and sends to the IRS during the year. That is reported to you in box 2 on your W-2 (boxes 15-17 for state tax withholding).

If these amounts match your W-2, you're entitled to a refund from your employer. Your employer should also give you a corrected W-2 (Form W-2c) with the updatd withholding amounts.
Don't file your tax return until you have your W-2c and you've added the corrected info in TurboTax.

How much should me employer withhold?
Your employer should have withheld 6.2% FICA and 1.45% Medicare taxes as a percentage of your social security wages (box 3) and Medicare wages (box 5) on your W-2 form. If your employer withheld more than that, they owe you the difference. If you get a corrected W-2 form (W-2c) from your employer you enter it the same way you enter a W-2 form.
In most cases the corrected W-2 won't affect your income tax if the correction just involves your FICA or Medicare tax withheld. You can enter the correct amount of taxes withheld for FICA and Medicare when making your W-2 entry in TurboTax and if your tax due or refund doesn't change, it is not critical that you wait for the corrected W-2 before you file your tax return.
