the IRS did not accept my return; using turbo tax my 19 year old son qualified as a dependent, however, he requested a stimulus check; to qualify for a stimulus check you can not be a dependent; I don't know how to handle this;

Your son's status on your 2019 return really has no bearing on the stimulus payment. The IRS used 2018 and 1029 tax returns as guidance only. What matters is his status for 2020. So if your son qualifies as a dependent on your 2020 tax return, then he will have to pay back the stimulus payment.
Your son will need to return the improper stimulus payment and you can only paper file.
How he can do that is not clear because the IRS has not issued guidance on that yet. Once the IRS call centers re-open you need to call the IRS for guidance.
