Must take into account the $10,000 limitation on state on local income tax.
If I paid more than $10,000 in state income taxes last year...but was limited to deducting only $10,000 of it....then any state tax refund less than the excess would result in a "refigured state income tax deduction" of. Um. $10,000. The refund has no effect, and should therefore be part of the recovery exclusion.
This is the first year it's existed. This is the first day the 2019 software has been released. But you need to fix it.

Fixed in the first update. Issue resolved.
OK .... the 2019 program is still in a beta version and much of the program is still working off of 2018 forms/rules/instructions BECAUSE the IRS still has these things in DRAFT mode. Patience will be needed as usual as the program undergoes MANY MANY updates over the next 3 months.
A fully working program is never available until late January at best each and every year since the income tax programs must get the programs approved by the IRS before they can be efiled ... so until that happens the program is in a holding pattern.
Now you ask "why is the incomplete program released at all ?" ... simple answer is the USERS like you demand it and most important is this is a way for tax companies to grab market share as once you have bought the TT program you are not going elsewhere. All of the income tax companies do it sadly.
Also, they use you early birds as unpaid beta testers so thanks for your service in pointing out the bugs.
I totally realize that it's in Beta.
Intuit isn't clear how best to point out bugs.
If this isn't the best way, I'm happy to hear other suggestions..
