Am I misunderstanding something, I never had to pay any additional fees to file with turbo tax, but I was just charged a $20 and a $40 fee or tax to file.

You can see what you are being charged for. Click on Tax Tools from the Menu on the left side in your return. Click Tools then My Fees.

Thanks for the explanation. it was a misunderstanding on my part. I thought I was just going to have the the refund deposited into my account directly. When I was filling out my state return there was a question that came up about a business expense that seemed odd and I could not get out of it. I got a little frustrated. I think that is when I selected the wrong transfer of the refund. How and approximately when should I receive my refund? It was my mistake and I will be more careful in the future
