So I'm a stay at home mom but I write for the website textbroker. I made about 1500 last year and I got the 1099-misc. I started filing using the deluxe edition and it said I don't owe any state tax. Does this sound right? The 1099-misc is the only income i had last year.

Yes, it sounds right if that was your only income for the year as the standard deduction for federal and state likely means you are not paying any income tax on that money.  However, the federal government will still assess your self-employment tax (Social Security and Medicare) on the 1099-MISC earnings.  But, your state will not.  This is why you might be owing to the federal government, but not the state.
