Qualify for free federal, understand state has a fee, but i am being charged for both. How do i remove the charge for Federal in Turbo Tax?

"Free Edition is for simple filers that file a 1040EZ (or a 1040A with a standard deduction), and is free as long as you don't select any add-ons or upgrades."

It looks like you have upgraded to TurboTax Deluxe. As long as you have not paid, you can clear and start over. This TurboTax FAQ will assist you in downgrading:
