It's not a billing dispute but rather about usage. I picked up Home & Business by mistake. Can I still use it to file even though I have no need for the business section?

You can still use it to prepare a return even without a business. You are not required to answer the Business interview section if you don't have a business. All editions of TurboTax have topics that not all filers will need and can be skipped. But you paid for a more expensive product than you need since it has more help and guidance for self-employed business situations. But you can prepare a return with it even with no business. If you haven't opened it, Costco might exchange it for a lower edition and save you a little money.
