Problems with the Retirement Savers Credit?

Anyone have problems with receiving the Retirement Savers Credit? By all requirements that I see I should be eligible but when I go through the prompts it tells me that I don’t qualify because I don’t owe any taxes but it also shows at the top of the screen that I owe $500 is taxes. Something isn’t adding up. Anyone else seeing this problem?

The Retirement Savings Contributions Credit can only be used to reduce income taxes present on Form 1040 line 18. It is not permitted to be applied to Other taxes from Schedule 2 line 21.
