Problem E-filing: Form 1099-R

Following issues are preventing me from e-filing, how do I fix:

Form 1099-R (Fidelity Investments}: Entire Qualified Disaster check box - you can't file just yet due to a recent law passed by Congress....

Qualified Disaster check box

If this is a 2019 or 2018 disaster that needs the new 8915-C or 8915-D forms, then the IRS has not released the filing specifications for those forms yet.  Probably another month or two.  They only released the paper version a few days ago and the schemas for tax software providers usual take 4-8 weeks after the paper.
