In order to complete and e-file your return, you will need a phone number. You can enter the phone number of a relative or friend in the U.S,, or a "dummy number" (800-555-1212). The IRS asks for your phone number in case they have a question about your return (this is very rare). The IRS will identify your entry as a placeholder number - if they have questions, they will mail them to you.

No, the IRS does not require it; turbotax does. It is optional with the IRS.
It is a Turbo Tax requirement, however it will not allow you to file without the phone number within the account.
