Why have i not recived my stimulas payment i filed my taxes long ago for 2018 and 2019 i know im eligible and why can i not use irs portal

What type of error message are you receiving when you try to use the Get My Payment portal? Please copy and paste it in here so we can better assist.

The IRS has not given TurboTax any official guidance as to when stimulus payments for every taxpayer will be released. As long as you provided your direct deposit information/card information or mailing address information, you will receive the stimulus (as long as you otherwise qualify for it).
