paying twice for state 1040

for 2 years now, I've had to pay $25 for a state efile, when the version I bought said it would pay for the state filing.  Why is this?  Seems like a "bait & Switch."  Just when we are at the moment of filing.

I have also had this happen twice.  There is little information on how to get the state filing number and very difficult to change a password

I know how you feel.  If read carefully you are getting the state software but not the efile... which is an extra $25.   I don't like it either... it seems like the cost should include a free efile,.. not ja good marketing practice in my opinion.
