Do spouse's (W-2) earnings and my pension earnings change taxable my SS taxable with new law for federal tax? Does $6000 credit also have to take in consideration these earnings (along with my SS earnings) for phase out of credit?

Yes your spouse's W-2 earnings and your pension earnings are considered when calculating the Modified Adjusted Gross Income (MAGI).  The MAGI is used to determine the phase out range.
