Our 24 year old daughter (in college) worked very little in 2023 and made only $1553.  However, her employer took out zero federal taxes.  Does she have to file, and will she owe 10% of that $1553?

No, she doesn't have to file if her only income was a w-2 with $1553 in earnings.   She won't owe but won't get a refund if box 2 was zero.    That is, assuming it is a w-2.   If it is a 1099, she has to file a Schedule C and will owe self-employment tax.

No she does not have to file a tax return if she has a W-2 with only $1500+ on it.

However......if that $1500 was self-employment income--she is required to file and pay self-employment tax for Social Security and Medicare.
