On TurboTax Web, When I go to Federal Review step, the website says "Looking over every detail of your returns" but never finishes that step. how do I continue?

no federal tax due, no state tax due, no income for my mother.  Trying to file a return for her.  but Federal reviews check gets stuck.  does not finish the review process at all.

Report $1.00 of interest as income to allow filing.

If your mother had no income, she has no reason to file a federal tax return.   If she just really wants to file, then enter a fake $1 of interest as income and the system will allow you to e-file, for whatever reason you are trying to file.   The IRS allows this "trick".
