Is it OK to state PY AGI at $0 just so that the 2020 e-file will be accepted? Will that actually work? Or are we stuck paper filing again for 2020

Yes you have to enter 0 for the AGI since the IRS took a long time to process 2019 returns and the AGI didn't get entered into the database to verify you now. If 0 doesn't work you will have to print and mail it.
