Non-resident of Chester PA - Filing Requirements

On my W2, my employer withheld for Chester, PA. I'm a non-resident and was only in Chester for a few days in 2023. The Philadelphia Department of Revenue websites are confusing to say the least. Am I required to file a return?

TurboTax does not handle local returns in PA. You would need to contact the Philadelphia Department of Revenue to determine if you are required to file a return there.
