The solar credit is a nonrefundable credit. This means that you have to have a tax on line 11 in order to take the credit. If you do not have any tax on that line you cannot take the credit.

Filed an extension on April 15 and also made a payment, however no money has been withdrawn from my account yet (17th). How do I confirm that IRS will receive my payment?
